CONSTITUTION of the YATES AMATEUR RADIO CLUB (YARC)
PREAMBLE:
We, the undersigned, wishing to secure for ourselves the
pleasures and benefits of the association of persons
commonly interested in amateur radio, constitute
ourselves the YATES AMATEUR RADIO CLUB (YARC), and enact
this constitution as our governing law. It shall be our
purpose to further the exchange of information and
cooperation between members, to promote radio knowledge,
fraternalism and individual operation efficiency, and to
so conduct club programs and activities as to advance the
general interest and welfare of amateur radio in the
community.
MEMBERSHIP: ARTICLE I
All persons interested in amateur radio communications
shall be eligible for membership. Membership shall be by
application and election under such terms as set forth in
the By-laws.
OFFICERS: ARTICLE II
Sec.1-- The officers of this club shall be licensed
amateur radio operators. The offices of this club shall
be those of President, Vice-President, Secretary and
Treasurer.
Sec.2-- The officers of this club shall be elected for a
term of one (1) year by a simple majority vote of members
eligible to vote at the April meeting, provided said
meeting has a quorum present.
Sec.3-- Vacancies occurring between elections must be
filled by special elections at the first regular meeting
following withdrawal or resignation.
Sec.4-- Officers may be removed from office by a
majority vote of membership.
DUTIES OF OFFICERS: ARTICLE III
Sec.1-- The President shall preside at all meetings of
this club, and shall conduct the same according to the
rules adopted. The President shall enforce due observance
of this Constitution and By-laws; decide all questions of
order; sign all official documents that are adopted by
the club, and none other; and perform all other customary
duties pertaining to the office of the President. The
President shall appoint various chairpersons of
committees.
Sec.2-- The Vice-President shall assume all duties of the
President in the absence of the latter. The Vice-
President shall assist the President whenever possible.
Sec.3-- The Secretary shall keep a record of the
proceedings of all meetings, keep a roll of members,
submit applications for membership, carry on all
correspondence, read communications at meetings and mail
meeting notices. The Secretary shall at the end of his
term of office turn over all materials belonging to the
club to the new Secretary.
Sec.4-- The Treasurer shall receive and receipt all
monies paid to the club; shall keep an accurate account
of all monies received and expended. The Treasurer shall
pay no bills without proper authorization. At the end of
each month the treasurer shall submit a statement of
disbursements and receipts to the officers and said
statement shall be presented to the membership at its
stated meeting. The Treasurer shall turn over all
materials belonging to the club to his successor at the
end of his term of office.
MEETINGS: ARTICLE IV
The By-laws shall provide for regular and special
meetings. At meetings, a minimum of one-third of the
voting membership shall constitute a quorum for the
transaction of business
DUES: ARTICLE V
The club, by a majority vote of those present at any
regular meeting, may levy upon the general membership
such dues as shall be deemed necessary for the business
of the organization within its objectives as set forth
in the preamble.
MEMBERSHIP ASSISTANCE: ARTICLE VI
This club shall enact appropriate rules to minimize
interference in operation between stations on its
members; when needed the club shall through a designated
committee such as Interference, Public Relations, and
Operating Practices Committees provide technical advice
to its members and the community to assist in frequency
observance, clean signals, uniform practices and the
absence of spurious radiations from club member stations.
AMENDMENTS: ARTICLE VII
This Constitution or By-laws may be amended by a majority
vote of the voting membership. Those members unable to
attend said meeting shall notify the secretary who will
supply an absentee ballot for this purpose. However,
ballots not received prior to the opening of the meeting
shall be invalid.
RULES: ARTICLE VIII
Robert's Rules of Order shall govern proceedings.
CLUB DISSOLUTION: ARTICLE IX
In the event the Yates Amateur Radio Club is dissolved
for reasons of lack of interest, membership etc., any
funds remaining after payment of bills will be donated
equally to the Penn Yan Library and the Penn Yan Academy
for the purchase of books which will foster interest in
amateur radio by students .
